(2) The Employers Liability Committee may, at their absolute discretion, excuse any employer from submitting detailed returns as required by sub-section (1) and accept in lieu thereof total figures in such form that assessment can properly be computed.

(3) Each return required by this section shall be accompanied by a certificate signed by the employer that it is a correct summary of the entries in his register.

Every employer shall, whenever called upon by the Commissioner or by any officer authorised in writing by the Commissioner in that behalf, produce for the inspection of the Commissioner, or officer so authorised, his register and all other books kept by him in so far as they relate to payments made by him in respect of the workers employed by him.

The Commissioner and any officer authorised by him in that behalf may at any time between sunrise and sunset enter upon and inspect any place of employment and any place which he may reasonably suspect to be a place of employment for the purpose of ascertaining, the number of workers employed therein or thereon and any person wilfully hindering or obstructing such entry or inspection shall be liable on conviction to a fine not exceeding five hundred dollars.

The Employers Liability Committee may from time to time, with the consent of the Colonial Secretary, by notification published in the Gazette, prescribe the amount of quarterly assessment to be paid by employers in respect of each employer and may determine appropriate adjustments to cover casual and part-time workers.

The assessment payable by each employer under Section 10 shall be collected by the Commissioner who shall cause to be sent by post to each employer a printed, numbered receipt for the amount received.

12. (1) Every employer shall, within ten days after notification posted to him or his place of employment stating the amount at which he has been assessed, pay to the Commissioner the full amount due, together with any fines imposed under Sections 16 and 17.

(2) Any such notice signed by the Commissioner, or a person duly authorised by him in that behalf, shall unless and until rectified by the Commissioner be conclusive evidence that the amount stated therein is due by the employer:

Provided that the employer may, within ten days after the receipt of any assessment notice, appeal to the Employers Liability Committee and in such case the Committee shall consider the matter and its decision shall be final.

(3) Such amounts shall be deemed a debt due to the Crown and if not paid within fourteen days shall bear interest at the rate of ten per centum per annum and may be recovered by legal process.

All monies paid by employers to the Commissioner in accordance with the provisions of this Ordinance shall be paid into a fund to be known as the Employers Liability Fund which shall be vested in the Employers Liability Committee and shall be disbursed for the following purposes
